Are "certain" Maori racist in who they select?

On Facebook (1) today I saw someone had commented about a Maori member of parliament complaining about white guys getting a job.
This raises a very important question- Do Maori prefer Maori getting jobs which leads to are they being racist when they select one of their own?
On my trip to NZ last year (April to July 2011 North Island) I went to more than 100 Maori organizations that cover everything from health, Iwi (tribe), business development, social services, employment/training, media etc. Nearly all paid for by the tax payers.  And in all those offices all the staff with the exception of one lady in Hicks Bay were Maori.
It made me wonder how Maori would react if they saw Europeans ( pakeha) doing the same. In reply Maori could example the board of directors of Westpac noting it stacked with white people...Or are they simple observing the employment of people with a special set of skills?
Perhaps they may reply- they are doing the same. Maybe someone responsible for tax payer dollars needs to do a survey and ask why the Maori organizations (2) are loaded with Maori staff at the expense of pakaha- and find out exactly what set of skills Maori staff have that pakeha don't.
